I am not sure whether it is "equally" bad for men. The alcohol limits are a bit higher for men here and I suspect probably in other western countries too.
There is an interesting article on this: "Drining: Men and Women are Unequal" by David J. Hanson, PhD. Hanson explains why this unequality is in women's interest.
